Former Congressman Bob Carr served for 18 years as a Democratic U.S. Representative from Michigan and was Chairman of the House Appropriations Subcommittee on Transportation with jurisdiction over the Office of Pipeline Safety. As a former Member of Congress, he maintains excellent Member-to-Member relations throughout the House and in the Senate and is the Senior Advisor to DLGS. Congressman Carr has considerable subject matter expertise in transportation, infrastructure, and related technologies. His experience as a commercial-rated, multi-engine pilot also gives him a unique understanding of the aviation industry. Additionally, Congressman Carr has lectured, consulted or advised the Assembly of Nigeria, the Mexican Congress and parliamentarians from Poland, Eastern Europe and Central Asia on topic ranging from civil/military relations to legislative/executive affairs.
From the early 1970's until 1995 Carr was an Advisor/Observer to arms control negotiations. He has traveled extensively in Russia. He participated in two successful missions to the then Soviet Union, at the invitation of the then Soviet Academy of Sciences, to open examine hotly contested major issues. The first mission, in 1987, was to the Soviet radar construction project near Krasnoyarsk, which, if made operational, would have violated the Anti-Ballistic Missile Treaty. Two years later he was a member of the first foreign delegation to visit the Soviet nuclear weapons facility near Chelyabinsk. He also examined the Soviet laser facility at Sary Shagan, which at the time was said by some to be able to damage American satellites in orbit. Mr. Carr has also served on two international election observation missions in Ukraine. He has written articles and appeared on radio and television and at national conferences.
Mr. Carr's practice is limited to matters before Congress and Federal Agencies.
