Jessica Lenard

Ms. Lenard joined DLGS in 2007. She leads Dow Lohnes Green Solutions, a green-focused practice that combines Washington advocacy with business consulting expertise for clients seeking the green edge. Ms. Lenard brings seven years of Capitol Hill experience to the firm with extensive subject knowledge in the area of energy and environmental policy. She served as a legislative assistant to senior Members in both the U.S. House and Senate. Ms. Lenard most recently served as the legislative assistant on energy and environment issues to Senate Assistant Majority Leader Richard Durbin (D-IL). While developing and executing Senator Durbin’s agenda, she coordinated priority legislative issues with the office of the Majority Leader, the Senate’s Energy and Natural Resources Committee, Environment and Public Works Committee and Commerce Committee. Ms. Lenard’s portfolio includes work on the Energy Independence & Security Act of 2007, improvement of fuel economy standards, renewable energy requirements and chemical security issues.

Prior to her Senate experience, Ms. Lenard managed the energy and environmental issue portfolio for Representative Frank Pallone (D-NJ), a senior member of the House Energy and Commerce Committee and House Resources Committee.

During her tenure with Rep. Pallone, she managed the Congressman’s energy policy priorities during consideration of the Energy Policy Act of 2005, including alternative fuels, renewable energy, natural gas and energy efficiency. She also maintained the environmental portfolio including air, water and land-use issues, fisheries management, chemical security and the Superfund and Brownfields programs.

Prior to working on Capitol Hill, Ms. Lenard was the Associate Director of the Marina Operators Association of America (MOAA), where she focused on environmental issue and small business issues. Prior to starting up MOAA's legislative practice, she was the legislative representative to an affiliate organization, the National Marine Manufacturers Association.

Ms. Lenard began her work on energy and environmental policy as a legislative assistant at the American Public Power Association, the national trade organization that represents state and locally-owned electric utilities.
