Kenneth Salomon

Chairman

Ken Salomon is an accomplished lobbyist with over 28 years of government relations experience conducting multiple lobbying campaigns focusing on issues ranging from telecommunications, securities law and regulation, and broadcasting; to spectrum policy, higher education, international trade, taxation, and immigration. Mr. Salomon was Deputy Chief Counsel of the National Telecommunications and Information Administration during the Carter Administration and previously held several positions at the Federal Communications Commission. He works closely with clients on policy, legal, and regulatory issues involved in securities regulation, the Internet, telecommunications, privacy and copyright.  He is involved in efforts before Congress and the SEC to stem naked short selling of securities. He helped secure enactment of the multi-billion dollar digital-to-analog converter box program in the digital television transition legislation.  He was one of the principal negotiators for the higher education community in developing with the content community the statutory language adopted by Congress in the Technology, Education and Copyright Enhancement Act, the law that governs the use of copyrighted materials in online courses  and also was one of the principal coordinators of the education community's lobbying efforts before Congress, the FCC and the Administration in the fight that preserved the 2.5 GHz spectrum band for Educational Broadband Service systems. Mr. Salomon serves as Chairman of DLGS and is a partner at Dow Lohnes.

Named by The Hill as one of its 2010 Top Lobbyists, Mr. Sayle has over 20 years of Capitol Hill experience, both inside and outside of government. Starting his Capitol Hill career as a Staff Assistant to Congressman Mike Oxley (R-OH), Stephen went on to serve approximately three years (1989-1992) as Legislative Counsel to Congressman Joe Barton (R-TX) and another three years (1995-1998) as a Counsel on the House Energy and Commerce Committee. In between, Mr. Sayle served as Director of Government Affairs for ALLTEL Service Corp., a telecommunications firm providing local exchange and cellular service. From 1998 until 2006 he was a Senior Vice President and then Principal for Dutko Worldwide, widely recognized as one the top Washington public affairs management firms.
