M. Kenneth Bowler served as Staff Director of the House Ways and Means Committee from 1987-89 and Deputy Staff Director from 1985-87. All told he spent 15 years on the Committee honing the skills that would eventually make him the leader of DLGS' healthcare and tax practice
As as a Corporate Officer and Vice President, Federal Government Relations for Pfizer, Inc. from 1989 to June 2005, Ken had a unique opportunity to bridge the gap between his Capitol Hill background and the business world. His experience in both the health care public policy and private business sectors make him unparalleled in his ability to translate between the needs of health care clients and the interests of Congressional and Executive Branch policy makers.
Immediately prior to joining DLGS, Ken was the Director of The Church of Jesus Christ of Latter-day Saints’ Office of Public and International Affairs in Washington, DC.

Mike Scrivner

Michael Scrivner began his service in Congress in 1978 when he joined the staff of the late Rep. John J. Duncan, Sr. (R-TN) as legislative assistant and press secretary. In 1981, Mr. Scrivner went to work as Legislative Director and later Chief of Staff for Rep. Norman F. Lent (R-NY), Ranking Republican of the full Committee on Energy and Commerce. He worked as Rep. Lent's primary liaison with the Committee staff on a broad range of issues including the Clean Air Act, Superfund, RCRA, legislation affecting the insurance and securities industries, telecommunications, health care, transportation, securities regulation and oversight. In 1993, Mr. Scrivner left Capitol Hill to form the consulting firm of Lent & Scrivner. As a lobbyist, he has represented clients and worked successfully to forge legislative solutions primarily in the areas of energy, the environment, telecommunications, health care and pharmaceutical policy. Mr. Scrivner is an Executive Vice President of Dow Lohnes Government Strategies.

Norman F. Lent III
Executive Vice President
Norm Lent III serves as Executive Vice President of Dow Lohnes Government Strategies. Before joining DLGS, Mr. Lent was a member of Lent Scrivner & Roth LLC, where he focused on energy, environment, telecommunications and health care issues and worked on major legislation, most notably the Energy Policy Act of 2005 and the pending climate change legislation. Much of Mr. Lent's work has involved key legislators from New York and New England.
Prior to joining LS&R, Mr. Lent was an attorney at the Washington, D.C.-based firm Dyer, Ellis, Joseph & Mills, where he represented health care, maritime transportation and energy clients before Congress and federal agencies and worked on major legislation including the Oil Pollution Act of 1990, the Energy Policy Act of 1992, and the 1994 health care legislation. Mr. Lent assisted a major U.S.-flag ship operator in building congressional support for U.S. government maritime programs and a major health care provider in raising the profile of diabetes and including diabetes provisions in the 1994 health care legislation.

Ms. Lenard joined DLGS in 2007. She leads Dow Lohnes Green Solutions, a green-focused practice that combines Washington advocacy with business consulting expertise for clients seeking the green edge. Ms. Lenard brings seven years of Capitol Hill experience to the firm with extensive subject knowledge in the area of energy and environmental policy. She served as a legislative assistant to senior Members in both the U.S. House and Senate. Ms. Lenard most recently served as the legislative assistant on energy and environment issues to Senate Assistant Majority Leader Richard Durbin (D-IL). While developing and executing Senator Durbin’s agenda, she coordinated priority legislative issues with the office of the Majority Leader, the Senate’s Energy and Natural Resources Committee, Environment and Public Works Committee and Commerce Committee. Ms. Lenard’s portfolio includes work on the Energy Independence & Security Act of 2007, improvement of fuel economy standards, renewable energy requirements and chemical security issues. Prior to her Senate experience, Ms. Lenard managed the energy and environmental issue portfolio for Representative Frank Pallone (D-NJ), a senior member of the House Energy and Commerce Committee and House Resources Committee.

Liz Burdock served as Executive Director under the Clinton Administration's Partnership for Advancing Technology in Housing (PATH) program, working directly with the President's Climate Change Advisor, the Council on Environmental Quality and the Office of Science and Technology, along with 13 federal agencies. She also worked as a senior advisor at the U.S. Department of Housing and Urban Development under President Clinton. Ms. Burdock recently launched the Renewable Energy Business Network D.C. Chapter, and she serves on the Environmental Steering Committee of the Episcopal Diocese of Maryland. She joined DLGS to launch Dow Lohnes Green Solutions, a green-focused practice that combines Washington advocacy with business consulting expertise for clients wanting to "go green." Pete Leon has nearly two decades as a political professional in Washington, DC. He spent ten years working for four Members of the U.S. House of Representatives. During most of that time, he served as legislative director for two Members of the New York delegation – former Rep. Mike Forbes (D-NY), who served on the Appropriations Committee, and Rep. Christopher Murray joined Dow Lohnes Government Strategies LLC as Vice President for Education Policy after five years as an attorney in Dow Lohnes's higher education practice group. He routinely addresses the political and regulatory issues confronting our postsecondary clients. His work additionally focuses on federal and state campaign finance, lobbying disclosure, and ethics rule compliance. Christopher received his J.D. from Vanderbilt University Law School where he was an editor of the Vanderbilt Law Review and his B.A. in Government and Theology from Georgetown University.

Haley Davis joined DLGS in December of 2008. As part of the Dow Lohnes Green Solutions practice group, she works with DLGS professionals to develop, shape, and execute client’s clean energy and environmental programs. Additionally, she provides support and staffing for clients and DLGS professionals in the energy, education, health and telecommunication sectors. Prior to joining DLGS, Ms. Davis worked for Congressman Bill Shuster (PA-R), Ranking Member of the House Transportation and Infrastructure Subcommittee on Railroads, Pipelines, and Hazardous Materials. In early 2008, she worked in coordination with the NRCC to help organize and fundraise for the 2008 President’s Dinner in honor of President Bush. Ms. Davis graduated a Blount Scholar, with a BA in Political Science from the University of Alabama, Tuscaloosa.

Aaron Weston

Aaron Weston joined DLGS in June 2010. He routinely assists principals of DLGS in client consulting on a number of issues, including energy policy. Prior to joining DLGS, Aaron worked for Congressman John D. Dingell (D-MI), Chairman Emeritus of the House Committee on Energy and Commerce. In 2008, he studied law as a guest at the Universidad Torcuato Di Tella in Buenos Aires, Argentina while earning his J.D. Mr. Weston was a nuclear science intern at Lawrence Livermore National Laboratory in 2003 and 2004 and a member of the nuclear engineering student delegation. He graduated with his B.S.E. in nuclear engineering and radiological sciences from the University of Michigan in 2004.
