Named by The Hill as one of its 2010 Top Lobbyists, Mr. Sayle has over twenty years of Capitol Hill experience, both inside and outside of government. Starting his Capitol Hill career as a Staff Assistant to Congressman Mike Oxley (R-OH), Stephen went on to serve approximately three years (1989-1992) as Legislative Counsel to Congressman Joe Barton (R-TX) and another three years (1995-1998) as a Counsel on the House Energy and Commerce Committee. In between, Mr. Sayle served as Director of Government Affairs for ALLTEL Service Corp., a telecommunications firm providing local exchange and cellular service. From 1998 until 2006 he was a Senior Vice President and then Principal for Dutko Worldwide, widely recognized as one the top Washington public affairs management firms.
Mr. Sayle's government affairs practice has focused on issues before the House and Senate Commerce, Judiciary and Energy Committees as well as corresponding Executive Branch Departments and Agencies, including the Departments of Commerce, and Energy, the EPA and FERC, and offices within the White House. Specifically, Mr. Sayle’s client base and expertise has included work in the telecommunications, technology, energy, environment and automotive areas. Mr. Sayle has twice been recognized by The Hill newspaper as one of the top Electricity lobbyist in Washington (2004, 2005). He is a frequent campaign volunteer and has served in the RNC's Marshall Program in both the 2000 and 2004 Presidential elections.
